The community of owners (Comunidad de propietarios)
In Spain all communal expenditure for the maintenance of the building, lifts, cleaning of shared areas etc. becomes the responsibility of the ‘Community of Owners’. This also applies to such facilities as shared swimming pools and gardens and, on occasions, to private roads, to pavements and street furniture, including lighting.
Many communities appoint their own ‘administrator’ who is responsible for arranging relevant services, organising the budget and paying the bills and dealing with the day to day running of the community. However, in Spain, there exists the professional, qualified ‘Administrador de Fincas’ and although these professionals obviously charge for their services, the running of the community often proves to be a smoother process and can avoid disputes between neighbours.
By using the services of an ‘administrador’, problems can be avoided as to such matters of the legality of those employed by the community or even community ‘rules’, for example, which could well cause problems for the owners. Potential pitfalls can, therefore, be avoided by the use of the services of a qualified ‘administrador de fincas’.
